Hello NVN

Save Our Balham is a local community organisation. We set up in December 2015 in response to TfL’s proposal to route Crossrail 2 through Balham instead of through Tooting. We want to know more about what the Crossrail 2 proposals mean for local people and for our community.

We have organised a Public Meeting this Saturday - Details below. Please do come along.

A Public Meeting - organised by Save Our Balham

Save Our Balham has organised a community-based meeting about TfL’s Crossrail 2 proposals for Balham on Saturday 23 April at 10.30 a.m.

Come along. Tell your neighbours.

The aim is to inform local people on the position since the Crossrail 2 consultation closed on 8 January. And, so far as possible, to give a ‘heads-up’ on what Balham can expect next.

We are delighted that Christian Wolmar, a renowned transport expert and journalist, has agreed to chair the meeting.

The St Mary & St John the Divine church on Balham High Road, next door to the proposed site for the Crossrail 2 station, has kindly offered a venue.

These organisations have accepted our invitation to participate :

· Local organisations : Balham Town Partnership, Balham churches and mosque, Balham schools, Balham businesses, St George’s Hospital Tooting.

· Local groups with an active interest in how the Crossrail 2 proposals for Balham impact them : Save Our Balham, Streatham Action Transport Group, Tooting representative.

· Candidates in the Greater London Assembly elections – plus local councillors.

TfL and Wandsworth Council were also invited.

Balham had the second-highest number of responses to the entire consultation exercise for Crossrail 2.
Of 10,00-plus comments made about Balham, over 80 % raised 'issues and concerns'.
Thank you for making your views known.
TfL’s logic for a Crossrail 2 station in Balham has not convinced local people.
Balham Town Centre remains at major risk.
Our next step is to ensure that Balham’s voice is properly heard.

In mid-March, the government ear-marked funds for TfL to work-up their Crossrail 2 proposals to the next stage. There is now a window in the decision-making process - in which to make a real difference to the Wimbledon to Clapham Junction section of the Crossrail 2 route.

With your help, we can make decision-makers listen : TfL / Crossrail / London Mayor / Greater London Authority / Wandsworth & Lambeth Councils / Local MPs & councillors. This is a major infrastructure project for the long-term. It should not be decided on ill-judged short-term and narrow cost-based grounds alone.

Hello NVN - here's an update following the public meeting on Saturday:

From a standing start, Balham is showing TfL that they must listen.
Over 350 people attended the Save Our Balham Public Meeting on Saturday.
• The meeting was brilliantly chaired by the rail expert and transport journalist, Christian Wolmar. We had excellent contributions from local transport groups representing Streatham Action Transport Group, Earlsfield route, Save Wandsworth Common, Save Our Balham and also from Tooting. We also heard from a variety of local community groups, and from some local councillors and candidates for the GLA elections.
• From a standing start, we have demonstrated to TfL that they must take notice : on the question of Balham and Tooting Broadway ; on the potential impact of the Crossrail proposals for all our communities ; on the question of better transport connections across south London.
• There is a window from now till June – when TfL propose to make their choice on the Crossrail 2 station - either Balham – or Tooting Broadway. Balham had the second highest number of responses from the entire consultation ; over 80 % of the 10, 000-plus comments about Balham were negative. Only two months – in which to challenge TfL’s unjustified logic for Balham.
• We’ve got three immediate asks for a more evidence-based approach – of TfL, of Wandsworth, of Lambeth – and above all – of the new mayor :
• To show precisely how TfL plans to factor-in the strength of feeling shown about Balham into their Crossrail 2 decision.
• To engage far more actively with local people on the detailed economic analysis - before TfL publish a preferred route in the summer
• To properly put other Crossrail 2 south London routes on the table : for Streatham, for Earlsfield. These routes could well make more overall and long-term sense than the current plans. The meeting showed that Crossrail 2 has questions still to answer about improving rail links right across south London.

I agree with you that having a Crossrail 2 station in Tooting Broadway is much more sensible that having it in Balham.

However, you simply look stupid in suggesting Streatham and Earlsfield as alternatives. These were pushed by lobby groups in the respective areas in the original consultation and rejected for very good reasons. The idea of an underground line between Wimbledon and Clapham Junction going miles off its direct route to Streatham is simply insane. It would add 100s of millions to the cost of the line, significantly increase journey times for those beyond Streatham, and would require multiple ventilation shafts throughout Tooting and Balham. There are already four tracks running from Wimbledon through Earlsfield to Clapham Junction so I am at a loss how duplicating those tracks with an underground line and failing to add connectivity to anywhere else is "improving rail links right across south London".

Papinian do you ever stop to think about the way you write? You come over in posts as a very rude person.
I suggest you spend your time finding a course that will assist your communication skills.
Many people go to great efforts to keep the community in the loop and whilst some of your points may be valid, it's not what you say it's the way the is said or written.

LP73: If something is stupid then I will call it stupid. A campaign group posting here needs to be able to deal with that. Rather than contribute anything of substance you've engaged in a personal attack on me for describing an argument as "stupid". Pretty much par for the course with your posts on other threads.

Discussion about Alternative Crossrail 2 Routes for South London

Wednesday 15 June 2016

Thank you for the great turn-out to our public meeting held on 23 April. We have received lots of positive feedback and many expressions of support. The results of TfL's January consultation, the size of the public meeting in April and strength of feeling shown, demonstrate to Crossrail 2 and TfL that there is much local concern about their approach.

Since late April, a lot has happened : a new London Mayor, a new London Assembly member for Merton & Wandsworth, the campaign for the Tooting by-election on 16 June and some new developments relevant to Crossrail 2.

So, we've now arranged a follow–up meeting on Wednesday 15th June 2016. 7.00pm – 8.30 pm, again at St Mary and Saint John the Divine Church, Balham High Road SW12 9BS. The aim will be to update you on what's happened since our April meeting.

The main part of the meeting will be a discussion with advocates of alternative Crossrail 2 routes for inner south London: Stephen Colebourne, who has proposed the SWIRL alternative, plus a speaker from Streatham Transport Action. This meeting will allow a more in-depth discussion, than was possible in April about some of the alternatives to a Crossrail 2 station at Balham. These alternatives could provide much better rail connections for south London than the current proposal for a Crossrail 2 station in Balham.

Come along to an interesting meeting. Help keep the pressure on Crossrail 2 and Transport for London to take local views seriously.

Here is our latest news:

1) Reply from Crossrail 2 to Save Our Balham – we have received a reply to our letter addressed to Michele Dix, managing director of Crossrail 2. This clarifies that TfL’s document ‘Responses to Issues Raised’ - due to be published by the end of June - will not decide between Tooting Broadway and Balham, pending more analysis (geology, station design, socio-economic impact assessments). That analysis - plus the January consultation results - will be put to the new Crossrail 2 Board. They in turn will make a recommendation, which will be published in a new consultation in autumn 2016. (2) Wednesday 13 July at 7.00pm - Save Our Balham is holding a further meeting at St Mary and St John the Divine Church in Balham. We will discuss the Crossrail 2 ‘Responses to Issues Raised’ document, which TfL plans to publish by the end of June. We are inviting TfL, plus Wandsworth and Lambeth Councils, to come along and join us for this discussion.
Please let us know if you plan to come along – the room has capacity for around 60 people.

(3) TfL socio-economic assessments - TfL have agreed to meet to discuss the socio-economic assessments which will help to inform their decision on whether to site a Crossrail 2 station at Balham or at Tooting Broadway. We will follow this up with a separate meeting.

(4) Discussion of alternative routes for Crossrail 2 for inner south London – on 15 June 2016, we had an extremely good meeting to discuss possible alternative routes for Crossrail 2 for inner south London - in the event that TfL decide, on cost and technical grounds, against a Crossrail 2 station for Tooting Broadway. Forty people came to hear extremely interesting presentations from : Streatham Transport Action - Neil Salt and Jane Wroe-Wright - and from Stephen Colebourne, who writes the very informative UKRail blog - http://ukrail.blogspot.co.uk - and who proposes the SWIRL alternative route via Earlsfield. It was clear from the presentations and then in discussion afterwards that both of these options warrant serious consideration by TfL for Crossrail 2 - as they could potentially provide much better rail connections for south London than the current proposal for a Crossrail 2 station at Balham. The meeting also heard a very helpful update from Leonie Cooper, the newly elected London Assembly Member for Merton and Wandsworth. Leonie is on the record in her support for a Crossrail 2 station for Tooting Broadway. She is in touch with TfL and Crossrail 2 - and is keen to liaise with Save Our Balham.

5) An upcoming meeting about the Streatham option - in case you were not able to make our meeting on 15 June, there is another chance to hear about the Streatham proposal at a meeting being organised by Streatham Transport Action on 29 June at 7pm at Hideaway, 2 Empire Mews. Streatham. SW16 2BF. Christian Wolmar, transport expert and journalist will chair the meeting to discuss the Streatham proposal for Crossrail 2

Any group called "Save our...." sounds to me like a NIMBY bunch in the manner of the Leave campaign "Take Control" sort of mentality.

We need new transport infrastructure so let's not be scared and get on with it. If it annoys a few people sitting in their £3m houses near Bollingbroke Grove or those who are worried that they will have to go to Sainsburys whilst Waitrose is relocated then that really should not get in the way of a major infrastructure project!

actuallyadad... I think the main concern is losing a chunk of Wandsworth Common and the effect that years of construction and it's resulting heavy traffic will have on the surrounding area (including many schools). Definitely not just "a few people sitting in their £3m houses near Bolingbroke Grove or those who are worried they will have to go to Sainsbury's whilst Waitrose is relocated"!!!

sure but a few years of construction traffic is no big deal - we need to think long term. London needs to keep up with the demand for transport. Our children won't thank us for not investing in infrastructure for the future of the city. Imagine if people had behaved like this when the tube was being built!

Nobody seems really sure the extent to which the common would be affected. I agree that any affect would be a shame, but this conversation must have been had when the train line to Clapham Junction was built, and there's loads of green space nearby so it's probably not a big downside versus the huge transport benefit for thousands of people.

What makes me laugh is this isn't about not wanting cross rail in Balham but being more worried about losing a poxy waitrose? I mean seriously you all need to think longterm it's not the end of the world if your precious waitrose needs to move??

They have issued a statement which I have copied below

However, we are still working on some of the more complex challenges, including tackling some of the issues that attracted feedback in the consultation and in light of some of the recommendations made by the National Infrastructure Commission and the Government’s response.

At several locations – Wimbledon, Balham, Tooting Broadway, King’s Road Chelsea and the New Southgate Branch – more work needs to be done to work through the issues that have been raised. Plans for these areas will be published ahead of further public consultation in the autumn.

I am so all for Cross rail coming to Balham & the sooner the better I say. Whilst many are protesting because precious waitrose will be moved they are really not thinking longterm! Cross rail in Balham will bring huge positives and a lesser strain on the current underground & over head trains.

The next supporters’ meeting of Save Our Balham will be on Wednesday 14th September 2016. 7 – 8.30 pm at St Mary and St John the Divine Church. Balham High Road. London SW12 9BS.

We are very pleased that Leonie Cooper, Greater London Assembly Member for Merton and Wandsworth, will join us and update you.

A copy of our August Update is attached at the bottom of this email as background. Come along this Wednesday evening to hear our latest updates.

On 26 August 2016, the Wandsworth Guardian ran a piece suggesting that Tooting Broadway might be back on the table for the Crossrail 2 station.

If you cannot make it to our meeting this Wednesday, and have not yet done so, show your support for a Crossrail 2 station at Tooting Broadway, by signing the petition of Rosena Allin-Khan MP.

Save Our Balham –
Early-August Update

Here is the latest Update from Save Our Balham.

There is a change of gear on Crossrail 2 activity. A lot is going on and the next two months are critical. Tooting Broadway could yet become the preferred route.

Next week we understand that there will be an initial discussion by the high-level Crossrail 2 Programme Board about a Crossrail 2 station at either Balham or at Tooting Broadway. An ‘in principle’ decision by the Crossrail 2 Board now seems probable in September. The agendas and papers for these meetings are not public, so we don’t know exactly. In our view, the case for a Crossrail 2 station at Tooting Broadway remains extremely strong.

In all the documents published by Crossrail 2 to date, Balham remains their ‘preferred route’. But, it is becoming ever-more evident that this thinking does not stand up to detailed scrutiny. And here’s why.

On 27 July, we met Crossrail 2 to ask them how their financial models and broader socio-economic assessments would inform the decision between Balham and Tooting.

So far, the only benefit analysed in any kind of depth by Crossrail 2 on Balham and Tooting is the expected transport benefit. Namely, relief for over-crowding on the Northern Line. This is much-wanted by every person who travels on our section of the Northern Line. Once Crossrail 2 is running in 2033, the models show an expected benefit to Northern Line users. This is regardless of whether a journey starts at Tooting or at Balham. Initial Crossrail numbers on Northern Line relief, show Tooting to have an edge over Balham.

But, and much to our surprise, it became evident that Crossrail 2’s early analysis of other possible benefits - to be unlocked from siting a station at either Balham or at Tooting Broadway - fell seriously short. This is an important gap, because the benefits side of the equation will help off-set the costs. In particular, the currently available material from Crossrail 2 makes no serious or in-depth assessment of the relative benefits of a station between Balham and Tooting for :
New homes – including, critically, affordable homes ;
The relative contributions to growth and to local re-generation ;
The scope for future jobs and growth in the long-run – especially regarding the future for St Georges Hospital and the medical school in Tooting.
We strongly made the point to Crossrail 2 that their current evaluations seem to significantly under-estimate the long-run benefits for the Tooting area. At the same time, their assessments do not seem to fully factor-in the likely costs to Balham.

So, based on our discussions with Crossrail 2,the Tooting Broadway option needs urgent re-consideration.

We have therefore urged Crossrail 2 to re-assess their plans on the long-run benefits which could be unlocked for Tooting and nearby areas. This needs to be done as soon as possible, to better inform the forthcoming decision by the Crossrail 2 Board.


Save Our Balham has had a busy July and early August.

This is what we have been doing :
Deputation of Save Our Balham to Wandsworth Council's Services Committee (5 July 2016). Our deputation was invited to speak at the discussion on Crossrail 2 at Wandsworth Council’s Services Overview and Scrutiny Committee.
Save Our Balham Supporters’ Meeting – 13 July 2016. A well-attended meeting at St Mary’s Church. We were joined by colleagues from Wandsworth and Lambeth councils, Wandsworth councillors, Streatham Transport Action Group and others. One item for discussion was the Crossrail 2 document, published on 7 July : ‘Response to Issues Raised’. However, this did not address the question of Balham and Tooting. Join us at the next Save Our Balham Supporters’ Meeting on 14 September 2016 at 7 pm at St Mary’s. More details at the end of this Update.
Meeting with Crossrail 2 on their cost-benefit models and socio-economic assessments for Tooting vs Balham (27 July 2016). As noted above, this was an important discussion. There is a pressing need to revisit the way benefits are being estimated for Tooting and the costs for Balham.

In September, Save Our Balham will meet the leader and deputy-leader of Wandsworth Council. With election ‘purdah’ now over, the Council is making a strong case to bring Crossrail 2 to Tooting Broadway. Save Our Balham supports the council’s efforts.
The Managing Director of Crossrail 2 has agreed to meet Save Our Balham in September. We want a meeting while this is still meaningful - before a decision is ‘locked-in’. Save Our Balham will stress that theTooting Broadway option needs serious re-consideration: in particular, Crossrail 2 must revisit their current inadequate assessments of the long-run benefits for Tooting and nearby areas.
The next two months are extremely important for re-instating Tooting Broadway as the Crossrail 2 ‘preferred route’. There is already considerable support for Tooting. This continues to gain ground. Make your voice heard for the right decision in favour of Tooting Broadway.
